This Handbook intends to provide useful and easy-to-use tools for Vietnam local authorities and public in the development of land use plans for land areas derived from agricultural and forestry enterprises, ensuring the compliance with laws, accountability, transparency, efficiency and people’s participation. This Handbook was developed from the experiences and lessons from the project “Enhancing sustainable access of ethnic minority communities, especially women and the poor, to forestland and forests through a transparent and participatory process of reallocation of land from State Forest Enterprises in Hoa Binh Province”, which was supported by the Mekong Region Land Governance Project.
